I have struggled with this myself. The answer is that the following line will give what you want:

#+OPTIONS: H:2

I'm not sure why the BEAMER_FRAME_LEVEL instruction doesn't handle that, but the OPTIONS seems needed.

the headings do not parse to beamer frames. This is the LaTeX output I get:
