This is already possible on a case by case basis :

 - @@beamer:<1->@@ Item
 - @@beamer:<2->@@ ...

and as a frame property:

  * Headline
    :PROPERTIES:
    :BEAMER_ACT: [+-]
    :END:

    - item
    - item
