[O] Can org-mode publish the unchanged files too?

When doing
org-publish
command, the org-mode publish only the changed files. If there is no file changed, it just skip all the files.
My question is : when I changed the emacs publishing setup, how can I easily apply this change to all the files without change their
status(ie: not open and modify them)?
