[O] Propagating Workflow States

I have this entry in an org file:

***** MAIL 1337445 foo

Now, if I do C-RET after this entry, I get a new one with the workflow
state the same, MAIL, so somehow the workflow state from the previous
entry propagates to the next and new one. 

Any way to disable this?; it should start with TODO.
