On Cygwin (I'm on Windows), that does not seem to work:

  kill -10 <PID>
  kill -USR2 <PID>

all answer that there is "no such process" -- while, as you can see in
http://screencast.com/t/EFDJIIu7, I typed the right PID of the hung
Emacs process...
