I haven't seen that kind of property-drawer like syntax for setupfile before (:SETUP: .. :END:).. But looks like that's just the way you represented in this email?
 
Now include setup.org in test.org

* A Three Second Route.
Some text.

Exporting as html result in:

Note that TITLE is exported.

Using org-master bb6e40b08655cc2f33bdf6f9

 I can recreate this issue when using the HTML backed, not when using the ascii backend.

My example:

#+TITLE: This Title Must Not Export

C-c C-e t A (ascii export to buffer) gives:
