problem enabling tool-bar if disabled via X resource

Symptoms:

If the tool bar is disabled with an X resource like ``Emacs.toolBar:
0'', attempting to enable it in a running emacs fails with
``tool-bar-mode: Symbol's value as variable is void: tool-bar-map''.
Each frame gains a (in my case) 9 pixel high grey bar, with frame,
containing no buttons.  More troubling, if you have debug-on-error t,
as I generally do, emacs enters a cycle in the debugger, unable to
continue or escape (let me know if you need to see the stack traces;
it's easily reproducible).  

The build options may be relevant here.

In GNU Emacs 21.3.50.18 (i686-pc-linux-gnu, X toolkit)
 of 2003-01-25 on tabula-rasa.jenwa.org
configured using `configure '--without-toolkit-scroll-bars' '--without-xim' 
'--without-leim''
