I'm surprised, since he told me that windows-1251 dominates in
Bulgaria.  Anyway this suggests one of the first things a new
Bulgarian user picks up is that Emacs doesn't support their locale,
even though it actually does.  Sigh.

So make it available.  Of course, I made it available anyhow if the
user set their locale appropriately, it will be available by default
in Emacs 22, and these coding systems clearly don't cause the trouble
they were supposed to.  There is no valid reason to prevent people
using them, and not having things like windows-1252 available is just
ridiculous.
