Building 21.3 from CVS with TexInfo 4.5 installed

I am on Sun SPARC Solaris 8.

Downloaded and configured 21.3 from CVS. Then I installed the latest
texinfo (v4.5) and I still get the error. Does the build explicitly
need v4.2?

Your tree does not include the compiled Lisp files.
You need to do `make bootstrap' to build Emacs.
Emacs now requires Texinfo version 4.2.
