pcl-cvs and cvsnt local repositories

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I recently installed cvsnt (CVS local server on Windows). This allows
me to have local repositories for which the CVSROOT could be like
:local:i:\cvsrep

pcl-cvs fails to recognize these with this error (produced by a
cvs-examine).

Is there a workaround? Is it fixed in a later version (i.e. Emacs in
