Sorry for not reading your report properly.  It was clear enough, but
the problem I saw was more immediate so I addressed that instead.

Yes.  I can reproduce this.  It doesn't occur in the RC branch.  If
the buff-menu, ebuff-menu and electric libraries from RC are loaded in
HEAD then it still occurs, which suggests a bug in the internals.  It
would be useful to produce a minimal case in elisp that exhibits this
bug.
