Sorry, I wasn't clear. The reasons I was giving were not aimed at you
individually, but were reasons why this might not be the best
solution generally. I assumed that since you sent the mail to the bug
reporting address, you thought this should be documented somewhere
(and I agree), so was trying to come up with a more precise set of
instructions that does not lose the low bandwidth efficiency of CVS.

We have discussed this in the past and decided not to use -kb, as CVS
does not work well with binary files. I think we asked the CVS
developers at the time for another option which marked the file as
text but said leave the CR/LF's alone.
