why `fancy-splash-default-action' is interactive?

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Trying to call `fancy-splash-default-action' causes just an error:

fancy-splash-default-action: No catch for tag: exit, nil

Anyway, I see no reason why it should be interactive.
