        automatically build an "Emacs Packages Manuals" info page
        (separate from the emacs manual) that holds the doc of all
        those packages.

I think this is generally a bad idea, for several reasons.
One of them is that we want to put the manual text under the GFDL.
Aside from that, it would be cleaner to keep extensive tracts
of documentation in separate files.
