I agree with Stefan: going through Texinfo has many benefits, so we
should try that approach first.

There's no need to produce Info on-the-fly and bypass makeinfo, IMHO:
we could arrange for the extraction of the docs to happen at build
time (or at installation time, for the unbundled packages), so that
the installed Emacs has a special Info manual crafted from short
documentation of those packages that are not documented in the main
manual.

But even if we do want the Info format to be produced at run time, the
pipe that generates Texinfo and runs makeinfo on it should be
sufficiently fast on modern machines to not be an annoyance.
