I don't understand why something that isn't software should have a
software licence.

If it's a lossless transformation (as it must to be useful), and you
regard it as free, presumably that means you're free to format the
data as you like.  Then what's to stop the results being identical to
the original (which is the form I want to use) or somewhat different
from it (which isn't useful as far as I can tell)?

That's what I meant about deriving a free file from a non-free one.
