Did you also "make install"?
Actually, I think it is an error to copy the emacs.exe to the bin
directory during bootstrap, as it might overwrite a good installed
emacs.exe with a potentially bad one. It would be better to run emacs
directly from src/${OBJDIR}/i386/emacs.exe during bootstrap.
