You have to enable the checkbox in order to edit the value.  Just like
customize-face.  You cannot edit the key (the on-cursor), only the
value (the off-cursor).

The idea is that all the possible (or at least all the common)
on-cursors should be listed as options.  To modify one, the user would
check the checkbox, and set the value.

I only provided a single key as an example.

Nice concept, but both designing and implementing this is more work
than I'm willing to offer.
