That doesn't seem like a proper solution for me, because Russian,
Bulgarian and Belarusian are three different languages.  You can trust
me on this matter - i live in Belarus and speak both Russian and
Belarusian.  The three languages have similar, but not identical
alphabets and, therefore, keyboard layouts.

Maybe "Russian-1251" or something similar would be a better
alternative to "Windows-1251".
