It should be loaded _and_ it should show up in `load-history'.
`load-history' is a pretty big list.  Did you search the right way?  I
would guess that you did not just read through it start to finish.

After emacs -q evaluating:

(assoc "bindings" load-history)

in *scratch* yields:

mode-line-toggle-modified mode-line-widen mode-line-abbrev-mode
