ido start tramp so early

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Since latest (2003-12-27) ido update, ido can't start tramp correctly. I
can't type full tramp name like "/ftp:address@hidden:" or
"/ssh:address@hidden:". After I just type the first colon ":", ido trans the
"/ftp:" to the tramp. 


In GNU Emacs 21.3.50.7 (i686-pc-linux-gnu, X toolkit, Xaw3d scroll bars)
 of 2003-12-28 on db.cs.hit.edu.cn
