I believe I have to retract an earlier (premature) conclusion that
cc-mode needs several CL functions at run time.

After taking a closer look, it now indeed would appear that cc-mode
_only_ needs the CL functions I mentioned at _compile_ time.  (They
all seem to be in c-lang-def{const,var} in cc-langs.el.)  It still
seems to remain a fact that if one bootstraps the CVS, cc-mode still
loads cl.
