cd /home/teirllm/emacscvsdir
cvs -z3 -d address@hidden:/cvsroot/emacs co .
cd emacs
make distclean
./configure --without-toolkit-scroll-bars
make bootstrap
sudo make install

Then `emacs-21.3.50 -q'

After that, visiting any file in cc-mode loads cl.

I do not completely understand what you mean with "initially".
It certainly keeps happening if I restart Emacs.

Is this what you would expect, am I doing something wrong, could there
be some omission in the make files, or is there something you
overlooked?
