    I do:

    cd /home/teirllm/emacscvsdir
    cvs -z3 -d address@hidden:/cvsroot/emacs co .
    cd emacs
    make distclean
    ./configure --without-toolkit-scroll-bars
    make bootstrap
    sudo make install

    Then `emacs-21.3.50 -q'

    After that, visiting any file in cc-mode loads cl.

That looks like a problem.

If you explicitly recompile all the files cc*.el after this,
does that make the problem go away?  If so, I think the problem
is that bootstrapping doesn't compile the files properly.
