Duh!  I should have known.  The same set of issues showed up a while back
on the xemacs-beta list (or some such).  The problem is that filladapt does
not obey fill-paragraph-function in the same way, which is why it's not
enough to set fill-paragraph-function and cperl had to rebind M-q instead.
I consider it to be a bug/misfeature of filladapt (although it might be
necessary for some of filladapt features, I don't know).
