I didn't realize it wasn't done, and that seems surprising.

How do people know they can take advantage of the binding checks
otherwise, and what their limitations are?  (The intention is that you
can actually take steps to avoid the warnings by using conventions,
rather than have the compiler always DTRT with combinations of
conditions, for instance.)

Anyway, the change would make the existing news and manual entries
wrong.
