new style Emacs compile v0.21

Visit this file in a recent CVS Emacs after loading the below-mentioned
library:

It shows how Emacs correctly matches more message styles than both Emacsen
combined ever before.  Multiline messages or multiple messages on a line are
handled.  Remarks and warnings come in different faces and can be skipped. 
And line- or column ranges are supported.

This is a maintenance release, still pending clearance to integrate this into
Emacs CVS.  Any comments on the libraries mentioned as potential problem
sources is especially welcome.
