It doesn't matter if it `looks better' -- information loss is information
loss.  [If you want something that _really_ can't be encoded in utf-8, try
this: get a buffer with the `C-h h' output, and then insert a single
extra character with: `C-q 237 RET'.  Now try to save it....]

I don't know, but emacs' utf-8 support is hardly perfect...
