I repeated your tests (using isearch-forward) with a version from CVS
built yesterday and stock 21.2. I do see a slowdown of approx 25% -
33%, but I don't see anyway near the slowdown (a factor of 10) that
you reported.

On the other hand, my results for isearch-forward (search for "copyr"
in etc/NEWS) were a long way from yours:

        CVS emacs 0.00185
        21.2 0.00127

(on a 1.4 GHz centrino)

We have made some improvements to various areas of redisplay and other
things, so a slight slowdown may be expected (that may account for the
added 0.0006 seconds).

I don't find the current figures alarming, but if you could send me a
more elaborate test of a command (which takes significantly more time
than isearch-forward), and compare performance then I might be able to
look further into this.

Please start emacs -q --no-site-file and explain your test case from
there... Also be sure to load the .elc files and compile emacs with
optimizations on.
