Visibility widget problem

There's something wrong with the visibility widget.

Steps to reproduce:

* `M-x customize-option RET paragraph-start RET'

* Press the "Hide rest" button.  Now the entire first line of the
  docstring has become active as a `documentation-link' button.

Something similar happens if you press the "Hide Value" button: the
colon after "Paragraph Start" turns into a button.
