Killing emacs with mouse does not work when there are unsaved changes

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

*) Start Emacs with 
   emacs -q --no-site-file

*) Open any file and modify it by adding or deleting a character

*) Try to kill Emacs by clicking on the [X] button on the right of its
   title bar (Emacs running under Windows XP)

*) A popup menu appears asking "Save file ...?"

*) Click on "No" to kill Emacs without saving the file

*) The menu disappears but Emacs isn't killed
