BUGS cites nonexistent keyboard command

The file BUGS in the emacs top-level directory gives the following
instruction for potential bug reports:

 Please first check the file etc/PROBLEMS (e.g. with C-h P in Emacs) to
 make sure it isn't a known issue.

But C-h P is automatically translated to C-h p (`finder-by-keyword').




In GNU Emacs 21.3.50.2 (powerpc-apple-darwin7.2.0, X toolkit, Xaw3d scroll bars)
