Sorry, you lost me: what is that ``best support'' in dired that one
loses if the default-directory is not "/"?  And why cannot that
support work on all Emacs platforms?

There's no need to have cygwin in that list, even if the other two
systems need to be ostracized, since Cygwin file names do start with a
slash.
