I don't have a sufficiently recent build of NTEmacs to test that.
But in general, the Emacs primitives and Lisp files do the same on
both MS-DOS and MS-Windows, so I'd expect the results to be the same,
namely that the Windows port should also work with the original value
of "/" for default-directory.

Could someone please test that?
