Eszett character not uppercased

<ESC> x set-mark-command <RET>
<ESC> x ucs-insert <RET> DF <RET>
<ESC> x upcase-region <RET> <SPC>

The eszett character did not uppercase. It should have been replaced with SS,
that is, U+0053 followed by U+0053.


In GNU Emacs 21.3.50.1 (i686-pc-linux-gnu, X toolkit)
