Remove the xpm versions of the toolbar icons (this should leave the
monochrome pbm versions of the icons).

    Or use the icons (xpm files) from 21.3.

Is it certain that the problem is caused by using too many colors in
these icons?  If so, we might want to do more than just say "get
21.3".  Emacs could automatically use the monochrome icons on a
display with few colors.

I've made versions of the tool bar icons that uses fewer colors, and
these get used on color displays with 256 colors or less.  The original
icons uses a lot of colors, on average around 50, but some more than
200.  No wonder the colors run out on a 256 color display.
Needles to say, the icons with fewer colors does not look as good as
the originals, but it is not that bad.  You can see the differences
