No highlight of keywords when hi-lock-mode is called

Symptoms:

1. Start emacs -q --no-site-file
2. M-x global-font-lock-mode
3. M-x hi-lock-mode
4. M-x find-file <e.q. ~/x.sh>

=> Keywords are not highlighted. Only strings and comments.


In GNU Emacs 21.3.50.42 (sparc-sun-solaris2.8, Motif Version 2.1.0)
 of 2004-07-07 on sfsws4
