No it would be more complex than that.  With my scheme, prefix
bindings in `function-key-map' should override regular non-prefix
bindings, otherwise the problems persist.  Well, anyway, now (while
preparing a release) is not the right time to think about this type of
stuff, so I am just going to quit doing so.  The scheme would probably
constitute too much of an incompatible change too.
