which-function-mode impossible to turn on automatically

I'm trying to have which-function-mode automatically on in all buffers that
support it, but try as I might it doesn't work.  I tried

(setq which-func-modes t        ; also tried setq-default
      which-function-mode t)
(which-function-mode 1)         ; also tried t

And the first file I find has this mode on.  When I find the next file, not
only does it not have this mode on, but it's even been turned off for the
first buffer.

Since the doc says that which-function-mode wants to be customized, I figured
maybe there are some magic hooks that do something more.  So I tried to
customize it to `t', but the same thing happened.
