That was me, at least in part.  The reason (as the related discussion
in emacs-devel archives will show you) was that previously, grep.el's
code was on compile.el, so some unbundled packages and user code
expected grep-related symbols to become defined when compile.el was
loaded.  Such code will now begin to fail, so autoload cookies were
added to work around that.

I don't think this is relevant to the problem you reported, though.
