This works for me:  Right click on the klipper icon in the taskbar, and 
a dialog pops up, asking if klipper should start again om next login.  
Log out and in again so session data is saved.  Maybe this dialog is a 
recent addition.

If the X server is told to make windows in the same order several 
times, the window id will be the same.  But if you change the amount of 
windows that get created before clipper, this will not work.  On the 
other hand, klipper is early in the sequence, so getting something 
before it does not usually happen.
