In any buffer, move the scroll-bar thumb down a bit so it is not at
the very top. Click or press (mouse-1) on the scroll-bar thumb: the
buffer is scrolled up slightly.
The buffer should _not_ be scrolled in any way just because you click
or press mouse-1 on the thumb. Since this annoying effect happens even
when you press mouse-1 (without releasing it) on the thumb in
preparation for dragging the thumb, this is particularly disorienting.
In GNU Emacs 21.3.50.1 (i386-mingw-nt5.1.2600)
