TAB in header line is displayed as ^I

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

In the header line a TAB character is displayed as '^I'.  Emacs
used to display it as 'some' spaces (i noticed this some days ago
the first time).  Just eval

(setq header-line-format "a\tb")
