I'm not sure what's the reason, but I know that I'd oppose any such change
because the speed difference is much too large.  I always use `make
recompile' and it works just fine.  There are a few minor problems every
once in a while, but it's not like re-running Emacs each time fixes each and
every one of those anyway.  I'd rather fix the byte-compiler to behave
better with `make recompile' than to force the slowdown of launching
a separate process for each file.
