Hmm, you're right.

I don't know - i just reviewed local changes using cvs diff, and this
was one of the few things that showed up.  I don't remember what
caused me to make the changes in the first place, but I was under the
assumption the 'install' target was used, in which case it did the
wrong thing.  As it stands, any change is irrelevant, as the target is
indeed never used in emacs.  My bad.
