    Why exactly is `buffer-menu-mode-hook' not good enough?
    When the Buffer Menu is reverted, `Buffer-menu-revert-function' runs,
    which calls `list-buffers-noselect', which calls `Buffer-menu-mode',
    which runs `buffer-menu-mode-hook'.  Hence, `buffer-menu-mode-hook'
    runs whenever the buffer is reverted.

My apologies for wasting your time; I did not check this well enough.
You are correct: there is no need for a hook in
`Buffer-menu-revert-function'.
