I didn't say it was serious, but it is a significant pain in several
circumstances I've come across.

Actually, I've found stuff in strings to be more important, e.g. in
Python, where modules tend to have examples in doc strings.
(python.el doesn't use imenu-generic-expression anyway, because it
deals with nested definitions.)

I'm not arguing about whether you should fix Imenu now -- just trying
to clarify the issues.
