standard-diplay-table very broken

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

the 2004-12-01 change to disp-table.el completly breaks several parts of
Emacs, Gnus and Eshell among them.

Doing:

        (setq standard-display-table (make-display-table))

fixes the problem and makes Emacs usable for me again.
