My description of the variable `scroll-bar-mode' was wrong, but it was
taken from the docstring, which is completely wrong:


vertical-scroll-bar's value is t
Automatically becomes buffer-local when set in any fashion.

*Position of this buffer's vertical scroll bar.
A value of left or right means to place the vertical scroll bar at that side
of the window; a value of nil means that this window has no vertical scroll bar.
A value of t means to use the vertical scroll bar type from the window's frame.

Defined in `C source code'.


Setting `vertical-scroll-bar' does not seem to have any effect
whatsoever, but its docstring starts with a `*', and
clearly suggests that all the user has to do to change the type of the
current buffer's scroll bar is to set this variable.

The docstring does not say what the precedence relative to a window's
scroll-bar is _supposed_ to be.

As a side remark, the filling of the docstring is very bad.  It could
use a M-q.
