This is essentially equivalent to the following question.  Suppose,
for instance, that somebody forgets to add an address@hidden devar' after an
@defvar.  (This kind of thing has actually repeatedly happened in
practice.)  This will essentially make the manual from that point on
unusable.  Is it now better to make bootstrapping fail and fix the
problem, or to override the user's manual with an unusable one,
without warning?
